American senators are meeting during the weekend for the initial time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to diminish as GOP senators proposed a plan unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.
Deepening Consequences of Government Shutdown
The impact on Americans from the longest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, carriers were forced to ground planes and SNAP benefits have been postponed for forty-two million Americans.
President's Plan from Florida Resort
As Saturday's meeting got under way, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Several Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is truly better for the patient," one senator said.
Another senator praised Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Reaction
Democratic lawmakers shared concerned responses to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I applaud your support for Medicare for All."
Continuing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a small group of moderate Democrats to terminate the closure in exchange for a later vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and extend the subsidies for a year.
Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.
"Inaction is derelict because people will go bankrupt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."
Partisan Situation
Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the support of eight Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Some analysts indicated that the core of such a plan would remove the ACA's mandate that insurance companies cover individuals with pre-existing conditions.
After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
